Who pays for the Record, and what that buys.
The Record is funded as accountability infrastructure is funded: in shares, by the bodies it serves and by funders who care that it exists. What any of them buys is the work and its timing. None of them buys a code.
No editorial input
No funder, partner, or licensee has editorial input into any profile, product record, or comparison. Each sees a profile when everyone else does, or under notice on the same terms as the body named in it. Each may propose corrections only through the correction route and on the same terms as anyone else. Acknowledgment of a State Partner is a named line on the state page and nothing more. The publisher's own clients are profiled on the same terms as everyone else, with a disclosure block on every profile.
The even share
The cost is divided
The annual cost of keeping a state's record current, the re-audits, the rollup, hosting and storage, corrections handling, and the advisory group, is divided across the jurisdictions it serves.
A partner pays its share
A participating body pays its share each year as a State Partner and receives its update, a briefing, comparison access, and a named acknowledgment. Nothing else.
The rest is sought, not sold
The unfunded share is sought from national funders until participation closes it. A body that wants its profile built ahead of the calendar pays the build cost, and the profile is released under the same rules as every other.
