The answer to "who checks you" that is not the publisher.
A group of people who are not the publisher reviews the frameworks and the comparison methods every year, publishes what it finds, and may give a non-binding view on a review outcome referred to it. It reviews method; it does not edit profiles.
Four or five members, none contracted to the publisher
The group holds between its members a state data administrator or state education data official, a researcher in Deaf education or disability data, an ADA or accessibility coordinator from a public body, a public procurement officer, and a representative of the Deaf, DeafBlind, or hard-of-hearing community. At least two members are Deaf, DeafBlind, or hard of hearing. Members serve two-year staggered terms, may serve two terms, and receive a fixed annual honorarium disclosed on the funding page and no other payment from the publisher during or within twelve months after their term.
Until the group is convened, by the end of 2027 and operating from 2028, an external methods reviewer, engaged for a fixed fee and disclosed, reads the comparison method and the first full rollup before publication, and the reviewer's comments and the publisher's responses are published with the rollup.
What the group does and does not do
The group's views are advisory and published; the publisher's decisions are its own and are published with reasons where they depart from the group's view.
| Does | Does not |
|---|---|
| Reviews the frameworks, coding schemes, constructs, and comparison protocol once a year and publishes its findings | Edit any profile or product record |
| Receives the public corrections register and the annual error summary and may comment on them | See drafts under notice beyond what the noticed body sees |
| May publish a non-binding view on a two-step review outcome referred to it | Decide releases, frame, or the publisher's commercial decisions |
| May recommend a change to any governance document, taken up at that document's next version or declined with published reasons | Bind the publisher |
Terms, disclosures, minutes
Minutes of every meeting are published within thirty days. Appointment terms, honoraria, and any relationship with a body in frame, a partner, a funder, or a licensee are disclosed here; a member recuses from any matter concerning their own body.
As of 13 September 2026
Members and minutes render here once the group is convened. Until then this page names the interim external methods reviewer and the fee.
